Short-URLs
What purpose do they serve? Well, for starters, it's better than a whole long URL to one file. People tend to see big long links and either forget it while typing it in, or get scared by them. So there was a problem that short-URLs filled! you can use several free ones, some have ads before you reach the target file, others like this one, don't have ads and just require that you put their little banner somewhere on the page. You can even sign up for a Dropbox account, upload to the Public folder, then share a short-URL! It's pretty common nowadays to actually see shorten-URLs, so why aren't people using them like there going out of style?

Use Caution when using Short-URLs
If you use a short-URL as a back link to your site, trying to do some SEO for your site, it WILL backfire. Google and Bing will penalize you for this mainly because it will appear as cloaking. Cloaking is basically what it sounds like, hiding your true website from robots and web crawlers. Google and Bing actually use crawlers to index the known internet, but will only go where told it's okay. Through my experiences with short-URLs, they usually have ads and don't specifically tell the crawlers to continue to wherever you linked to.
